Letter to Council encouraging withdrawal of AB 1740 sponsorship
June 9th, 2026
Honorable Mayor and City Council:
The Board of NOMA enthusiastically supports your renewed effort to complete the long-overdue LCP for Santa Monica. Now that the Coastal Commission and the City have agreed to a framework MOU, however, we feel it is important for Santa Monica to withdraw its sponsorship of AB 1740.
The bill is significantly altered from the one Santa Monica signed on to, and the current version potentially undermines the process of completing an LCP. It now creates a deadline that, if not met, gives housing exemptions to our coastal zone. These exemptions provide a disincentive to completing the LCP, as some parties might simply delay to get the exemptions.
Nothing should stand in the way of our finally getting a certified LCP and protecting our cherished coast.
NOMA joined the SM Democratic Club, SMRR, and many other neighborhood organizations in officially opposing AB 1740 which undermines the Coastal Commission's trusted authority and solely targets Santa Monica. We urge you to withdraw Santa Monica's sponsorship of this unnecessary and flawed bill, and pursue the LCP which will best serve our city.
The Board of NOMA
